People Operations Manager

Who we are:

Flatbush Cats is a Brooklyn-based 501(c)(3) nonprofit working to reduce overcrowded animal shelters in New York City and prevent more cats from ending up on the street in the first place. What began as a grassroots rescue effort has grown into a citywide organization addressing the root causes through affordable veterinary care, access to spay/neuter services, and community outreach.

At the heart of our work is Flatbush Veterinary Clinic, a high-volume nonprofit clinic serving low-income pet owners, rescue organizations, and Trap-Neuter-Return (TNR) volunteers throughout Brooklyn. Each year, the clinic performs more than 7,500 spay/neuter surgeries—a number that continues to grow—while providing affordable wellness and dental care to thousands of pets.

What you’ll do:

The People Operations Manager is a foundational leadership role responsible for building and leading a modern People Operations function during an exciting period of organizational growth. Reporting to the executive leadership team, the People Operations Manager will partner with leaders across the organization to attract, develop, engage, and retain exceptional talent while creating scalable processes that support a growing, multi-site organization.

Work Schedule:

This is a full-time, exempt position with a five-day workweek and the flexibility to work remotely up to two days per week.

What you’ll build:

During your first 12–24 months, you'll help us:

  • Build a scalable People Operations function that supports multiple locations and continued growth.

  • Create an exceptional employee experience from recruitment through career development.

  • Establish consistent people practices, policies, and processes across the organization.

  • Develop trusted partnerships with leaders to strengthen performance, engagement, and accountability.

  • Build systems that support compliance while remaining people-centered.

  • Foster a workplace culture where employees feel valued, supported, and connected to our mission.

What you’ll get:

Compensation

The target hiring range for this role is $115,000-135,000 annually. 

The hiring range reflects the anticipated range for new hires; compensation may increase over time based on performance and role growth, and the range may be adjusted as needed.

Key Responsibilities:

Strategic People Leadership

  • Partner with executive leadership to align people strategies with organizational goals.

  • Develop the People Operations roadmap to support growth and long-term success.

Use workforce data and trends to inform decision-making.

Talent Acquisition & Workforce Planning

  • Lead recruiting strategy and workforce planning.

  • Build a consistent hiring process and employer brand.

  • Partner with leaders to attract mission-driven talent.

Employee Experience & Engagement

  • Design and continuously improve the employee journey from onboarding through career development.

  • Lead initiatives that strengthen engagement, recognition, and retention.

  • Champion an inclusive and collaborative workplace culture.

Leadership Partnership & Employee Relations

  • Coach managers on performance, communication, and employee relations.

  • Guide performance management and professional development.

  • Lead sensitive employee relations matters with fairness and consistency.

People Operations & Compliance

  • Oversee HR operations, information systems, policies, benefits administration, and compliance.

  • Ensure employment practices meet all applicable federal, state, and local requirements.

  • Build efficient systems that improve service delivery.

Organizational Growth

  • Design scalable processes that support expansion.

  • Lead implementation of new HR programs and technologies.

  • Build the foundation for a growing People Operations team.
